To rotate a selection on a layer, select the desired layer in the layers palette.
If you want to rotate an entire layer, choose Select > All. Then skip to step 4.

Select the Marquee tool .
You may want to use a different selection tool depending on the shape of the object you want to select.

Click and drag to select the portion of the image you wish to rotate. |

Choose Image > Rotate > Free Rotate. |

Rotate the selection.
To rotate the image, position the pointer outside the border - the pointer turns into a curved, two-sided arrow - and drag.

Click the OK button in the options bar to commit the rotation. |
